"port migrate" status

Hi macports-dev,

We have made some progress on the migrate project during the MacPorts
Meeting last week in Slovenia. To give background, it was started as one of
the Google Summer of Code projects in 2017. More details can be found here
[1].

The current state is you can use the migrate command but you may experience
some hiccups. We tried it on two machines (10.12 to 10.14, 10.13 to 10.14)
and we had problems with:
- older Xcode version, so a reminder to upgrade Xcode (?) and Xcode-CLT
would be nice.
- build dependencies, if not in the registry initially, do not get included
while computing the dependency order for installation.

The code is in the macports/gsoc17-migrate
<https://github.com/macports/macports-base/tree/gsoc17-migrate> branch.
It'd be great if someone checks it out (expecting that a few developers
here would be upgrading to Catalina soon) and report any problems they face
on this thread.
