InsightToolkit-devel: rename to InsightToolkit?

Hi,

I have prepared a PR [1] to update InsightToolkit-devel to version 5.3.0 with added Python subports.
I came to think of why this port is named 'InsightToolkit-devel’, what is the devel part indicating?

I’d suggest to rename this port to ‘InsightToolkit’  and retire 'InsightToolkit-devel’ (that is, make it obsolete with replacement).

Any thoughts on this?
