installed xcode command line tools

removed and cleaned everything:

The I received the above error
This ticket looked similar but I did not find a workable solution:

#46990 is unrelated.
It looks like you are trying to build using Xcode 6.x or earlier. El
Capitan requires Xcode 7 or later; please upgrade Xcode and the command
line developer tools.
