 The `mktexfmt` uses system perl:
 {{{
 #!/usr/bin/env perl
 }}}
 and that one doesn't know about `TeXLive::TLUtils` which is located under
 `/opt/local/share/tlpkg/TeXLive/TLUtils.pm` (unless told so).

 I'm not sure what the best solution is, in the worst case we might have to
 package those perl modules separately?
