 As is the custom for other ports, we can pin unsupported macOS versions to
 older versions of {{{rust}}}. It makes for a more complicated Portfile,
 but it is manageable.

 I think it is still premature to move to Python 3.12. As it's a build
 dependency, that change should be made when Python 3.12 becomes default.
