 Ok, so it got broken last month when
 [changeset:3173d46b9a29bc9d79ddb6970e7f083ebe3f79c0/macports-ports the
 python portgroup switched python.pep517 to on for python37 and later]
 since the python portgroup only defaults `destroot.target` to `install`
 when `python.pep517` is off.
