 I'm trying to install qgis3 or qgis3-ltr and py311-llvmlite is a
 dependency, build failed on py311-llvmlite. I tried to install
 py311-llvmlite separately, also failed with same error. I've follow the
 checksum guideline and manually download-install, also failed.
