 looks like older ancient clangs miscompile openssl3.

 we've seen that before many times, in openssl and other software. We'll
 see it many many many times in the future too.

 the problem with blacklisting older clangs may be (as always)
 bootstrapping. Luckily we have clang-11-bootstrap which should work OK.
