 apple-gcc42 really cannot / should not depend on legacy-support.

 apple-gcc42 always previously built with only system roots, first in
 +bootstrap mode, and then in -bootstrap mode, and it would be very
 unfortunate if that has changed as the system gcc compiler on Tiger is
 very old and incapable, and really can only be expected to build apple-
 gcc42, which is far more capable.
