 https://ports.macports.org/port/gcc-devel/builds/ says `failed install-
 dependencies` for all recent builds, rather than `failed install-port`;
 apparently this is due to libgcc-devel failing. So unless this ticket is
 an intentional placeholder for gcc-devel, maybe it should instead be about
 libgcc-devel.
