 In the general case, build dependencies can include things like headers
 and static libraries that are incorporated into the dependent and so do
 create a derivative work, which means license compatibility is relevant
 and distributability is potentially affected. If that's not the case here,
 it can be indicated with `license_noconflict openjdk21-zulu`.
