 I now pushed the solution for this bug to my fork of macports-ports.
 Changed file is :
 {{{
 /opt/mports/macports-
 ports/_resources/port1.0/compilers/clang_compilers.tcl
 }}}
 This is the only way until maybe they find another fix to let run clang
 higher then 15 on macos 10.13.6 in ticket  #68640
