Update our ticketing guidelines to match current reality:

 * Rename the "Blank" priority to "Not set", as it's really named, and turn it into a guimenu since it is really a priority option as such (other than plain not setting a priority, which is not possible);
 * Move "ports" component above "server/hosting", per the "component" pop-up menu in Trac's newticket page;
 * Rename the "www" component to "website";
 * Provide the "wiki" component;
 * Capitalize the word "Wiki" elsewhere;
 * Include "Blank" as a Milestone option, for unclassified tickets;
 * Attachments can also be submitted at ticket-creation time.

Review on wording in these changes is welcomed!
