* Whitespace cleanup around the <literallayout> tag in ticketing guidelines;
* We also consider documentation contributions as a valid reason to apply for commit rights;
* Finally, improve a bit our membership application protocol, to minimize the amount of mails
that fly between PortMgr, the applicant and our Mac OS Forge liaison: we now require the desired
handle and the forwarding address up-front.
