first version of PortAutoComplete
a trac plugin to complete port names and assign maintainers.
Based on AutocompleteUsersPlugin by k0s et al.
(http://trac-hacks.org/wiki/AutocompleteUsersPlugin)
It doesn't work yet for existing tickets.
It needs a Postgresql version of a portindex (see #40579).
