Comment: xcode-select runs but cannot download the commandline tools successfully (for me, at least) on MacOS 10.15 (Catalina) after an OS upgrade from 10.14, both with an existing installation before OS upgrade and a fresh installation of XCode after OS upgrade. Installing the tools from the App Store was successful.
