And I just realised that the above explanation is incomplete...

I did 'svn mv mail/pgp5 security/pgp' followed by 'svn mv 
security/pgp/files/pgpFullLicense.c-patch 
security/pgp/files/patch-pgpFullLicense.c.diff'. The latter is what 
doesn't seem to have done the expected thing.
