[37394] branches/gsoc08-framework/Pallet

Hello,

I reverted all of my changes to r37393 which is right before I made the 
svn property changes.
For some reason, I am unable to commit this reversion. I think there 
might be an issue with my commit
access. Bill, could you please look into that for me?
