I think I see your problem. You're editing a file in /opt/mports  
instead of /opt/local (which is where the port command you're using  
knows about).
Try finding the kde4-1.0.tcl file in /opt/local/var/macports/sources/
/Mine/ is in /opt/local/var/macports/sources/rsync.macports.org/ 
release/ports/
I suspect this would go much faster if you tried #macports on  
irc.freenode.net
