A PortGroup for building more 32/64-bit universal packages

As it stands now, any port which uses
post-configure, pre-build, post-build, or pre-destroot
will have to be modified to work with the merge_universal PortGroup.
pre-configure and post-destroot might work fine.

Fixing this would be great, but I am not sure of how to proceed.
