It isn't, but apparently that is how Trac defines download links.
The solution is:
master_sites http://www.midnight-commander.org/downloads/12?dummy=
We have a port for midnight commander already; it is called "mc". It
is a little out of date; it should be updated to 4.6.2. (4.7.0-pre2 is
a pre-release version and we don't generally update ports to pre-
release versions.) I will file a ticket for the update to 4.6.2 which
will also incorporate this change in master_sites.
