Commit emacs updates? (#23165)

[Dan Ports]

The emacs port is currently abandoned, a major version out of date,
*and* doesn't compile under Snow Leopard. I've submitted a patch in
ticket #23165 that addresses all three issues.

Can I pester someone into committing the patch?

(As noted in the ticket, it should also close a couple other tickets.)
