Folder Hierarchy for Archives

Presently archives are placed into directories following this structure:
OS, Arch, Port.

As you can imagine, this means that each architecture houses nearly all ports immediately inside of its directory.

Would it be advisable to modify the archive code to operate using this structure instead:
OS, Arch, Category, Port.
