Unarchive and use_7z Extract Phase

I came across an interesting combination this morning where the extract phase for ImageMagick isn't being skipped. Any ideas?

I have an archive of imagemagick ready, and do sudo port install from a clean work folder. It unzips and then skips fetch/checksum and fails at finding 7za in the extract phase.

I would have thought the it should skip the phase and not do the binInPath check. Something's out of order . . .
