"sudo port -v selfupdate" fails with error code 25

A selfupdate seemed to be successful, but failed with the following
error code:

sudo port -v selfupdate

The ports tree has been updated. To upgrade your installed ports, you should run
  port upgrade outdated

Is it intentional or is there something missing about the exit status?
