Ticket #20918 (New port: cppcheck)

Hi folks,

A couple of weeks ago, I responded to this open ticket requesting
cppcheck to be added to MacPorts by adding a Portfile and a patch
for v1.44. 

Cppcheck v1.45 has been released now and since the port hasn't
yet made it in, I have now submitted a new Portfile to the same
ticket (the patch is no longer required). I'm pretty new to
MacPorts, so I am not sure whether this was the correct thing to
do or whether I should have submitted a new ticket. 

There are a couple of other development utilities that I am
interested in adding to MacPorts (and subsequently maintaining),
but I want to get this one right first so I'd be grateful for any
feedback from this list.
