Yes, most (if not all, not looked for a while) of the *.bom is
also in the XAR wrapper.

But the "kidney stone" in the XAR packaging is carrying around
a *.bom blob opaquely.

Why have two copies of the same information? Can't the blob be
generate locally from the XAR XML efficiently somehow?
