tracker #26447: Update of libpano13 to 2.9.17

Hi all,

I updated libpano13 from 2.9.14 to 2.9.17. On request I also created 2
options to build the lib correctly. Untill now I did not receive any
feedback on that. That can happen off course. Lots of busy lives for
everyone.
I would like to hear though whether my patches are committed to trunk and
when: no matter whether it is option 1 or 2.
