Local portfile masks portfile in main repository

We could add a one-liner just like we do if there's no portindex or it older than two weeks:
  ---> local portfile repo detected: some ports will not be updated

Not sure if the second half is what we want to convey but should spook the user into asking instead of being in the dark indefinitely.
