'configure-args.delete' bug?

I think the line:

configure.args-delete -C if ${configure.f77}

is parsed (or understood) as "please delete the first occurrence of '-C' and 'if' and '${configure.f77}'" whereas it should be interpreted as "please delete the first occurrence of '-C if ${configure.f77}'" (the string should not be broken up) which maybe equivalent in most cases, but is not when one of the keyword (here '-C') appears more than once in the configure arguments.
