Well that link goes to http://developer.apple.com/technology/xcode.html which takes me to the Apple Developer login web page, and after I log in I get a page describing Xcode 4 and a box that says:

"You must be an iOS or Mac Developer Program member to download Xcode 4 or you can download Xcode 4.1 for Lion for free from the Mac App Store."

The "or" in that sentence makes it sound like I can download Xcode 4.1 for Lion for free from the Mac App Store without being a developer program member. If so, we should tell the user that, and/or provide a direct link to the Mac App Store, so users don't have to go through the process of registering for the developer program unnecessarily. We've previously had user complaints about that requirement.
