Other occurrences of "Could not find a working Foundation implementation" that have been reported to us in the past seem to have been due to conflicting software installed in /usr/local [1] or /usr [2]. Do you have anything in /usr/local? If so, try moving it aside and selfupdating again. If that doesn't help, can you attach the config.log?
