I don't think we want to maintain yet another place where the list of valid licenses is kept.
There are many different kinds of ports, considering the available portgroups, and fetch types... What's required varies based on that and other criteria. So a wizard would seem more useful than a single template, and more maintainable than a set of templates, but by the time it encapsulates all the possibilities, the wizard would be a pretty complex script, and using it might be more complicated than just writing the portfile, no?
