Archive fetch problem

An announcement could also be printed by port if the user's
configuration doesn't match what is expected for fetching binaries.

Just ignoring the configuration settings for archivefetch would work,
but would be quite unexpected for anyone who had knowingly changed the
setting.

Then again, this setting could always be removed. Is there a reason
for offering this option to users?
