Even if it should be mostly possible, making .mpkg and .dmg and shipping them separately, that's a lot of bundling overhead and update problems. And it's not like you can take those existing packages and just upgrade them with MacPorts either, you have to overwrite all of it with a brand new copy.
So neat trick in MacPorts: if you don't run clean, the created pkgs hang around in the build dir. When you go to create a new [m]pkg, only changed pkgs will get recreated.
