Obsoleted rpm-vercomp

I'm attaching a patch to remove obsoleted rpm-vercomp in existing
portfiles, due to [1].

The patch is straightforward but I'm attaching for review since it
touches a consistent number of ports at once.
It only applies a minor change to portfiles therefore I think this
patch could skip policy about non-maintainer updates.
