I do not have Xcode 4.3 nor an answer. This ticket owner has Lion and Xcode 4.3 and deactivating MacPorts aclocal allows for lobgeoip to build.
On my Snow Leopard system without ACLOCAL="/usr/bin/aclocal" the build fails.

I am not sure aside from libgeoip not building with it.
