As far as I remember previous discussions there is some difference in
the way LaunchServices handles application bundles in specific
locations. File associations are only registered automatically from some
known locations such as /Applications or ~/Applications; for other
directories you first have to open them in Finder once to register the
application bundle with LaunchServices.
