It will "build" it, in the sense that it will kick off a MPAB run that
tries to get to a state where the port is built. If it failed to build
previously, it will be built. If it already installed successfully, MPAB
will see there's nothing to do and skip it. If it was not previously OK
to distribute but is now (e.g. you added the license), the archives will
be deployed.
