Yes, that would be the ideal solution. However, it is a massive amount
of work, because it would require going over all python modules and
finding those that use native code.

This is another case of variants on language interpreter ports being a
bad idea. The easiest and imo best solution would be to just remove the
+ucs4 variant from Python and make it the default (which is what
happened in python3.3 anyway).
