deactivating dep listed in both depends_{build,lib}

Build Dependencies:   gcc46
Library Dependencies: memcached, gcc46


I am surprised that I can deactivate gcc46 without warning or forcing. Is this intended behavior?

In this case, if gcc46 should only be listed in one of depends_{build,lib} perhaps port lint should catch this.
