missing build dependencies when a rebuild is triggered?

I think I might have hit an odd edgecase...
Have an up-to-date package installed (in my case it was libglade2), go to build a pkg of it and MacPorts says it needs rebuilt due to the Portfile having changed. So far so good.

Upon attempting to rebuild, the build dependencies remained deactivated and thus build failed when trying to use autoreconf.

Do we forget to re-evaluate dependencies during a post-archive phase rebuild?
