drill/ldns/ldns-tools: Maintainer Timeout

I have 3 different tickets that have been sitting for 2 months with no
response from the maintainer.  I'd like to request they be committed per
maintainer timeout policy:

#38479
#38480

They update the packages to the latest releases and fix livecheck.
