Ok fine. I didn't realize that this is now a completely separate
download and no longer accessible from the XCode options dialog. Also
most ports seem to work just fine without the commandline tools. GPG
installs fine when I replace /usr/include with [exec xcrun
--show-sdk-path]/usr/include .
