old ticket #13679 - tin-*

Hi all,

I am looking a bit through sometimes quite old tickets, which might have become irrelevant, or maybe resolved quite fast. The cited ticket https://trac.macports.org/ticket/13679 seems still to be relevant, but I guess it is quite easily resolved. 

Here the current situation:

tin @1.8.3_3 (news)
   A threaded NNTP and spool based UseNet newsreader

tin-devel @1.7.10_2 (news)
   A threaded NNTP and spool based UseNet newsreader

tin-recent @1.9.6_6 (news)
   A Usenet newsreader

So why not just moving `tin-recent @1.9.6_6` to `tin-devel @1.9.6_6` and make tin-recent a stub with `replaces_by` pointing to `tin-revel`. Maybe this was not the case 6 years ago.
