According to the guide at http://guide.macports.org/#project.tickets,
ticket summaries should have the form:

Summary: [port] [version] [concise description]
Example: "rrdtool @1.2.23 +python Configure error - build failure"

However it appears in practice that this is the appropriate form for a
"defect" but that different forms are desired for "submission" and
"update". I suggest this be specified in the guide.
