textproc XML comprehensive update

I've submitted a set of patches as ticket #41708 which update several 
packages in the textproc category. Most of these share SGML or XML 
DocBook catalog information. The patches include a new group 
"xmlcatalog" to unify the handling of these catalogs and this replaces 
many lines of code replicated, partially replicated, or incompletely 
replicated among these portfiles.

There may be a few old tickets on individual packages which could be 
resolved by these updates, and in any case they would be easier to 
resolve after these updates are incorporated.

The ticket was opened in December. What is the process for getting this 
to move forward either to incorporation or to rejection? The current 
patch set may be slightly stale but there is no point in updating 
anything if there is a fundamental problem with the approach.
