Surely it doesn't specifically need /opt/.TemporaryItems, but rather perhaps .TemporaryItems at the root of the volume, which in your case just happens to be /opt.
On my single-volume system, there is no .TemporaryItems folder at the root of the volume and things work fine. I don't know where ibtool puts its temporary items. Would be nice if it supported $TMPDIR. Have you filed a bug report with Apple about that deficiency? If not, please do.
