#43061: py-nose @1.3.0: update to @1.3.1

Hi committers,

could someone of you have a look at the cited ticket?

It is an update, which should reportedly solve a problem with python 3.4, and I would need it to update a port submission. The port is openmaintainer, so the patch could probably be applied already.
