Further Info for Missing Pings

I checked TCP pings (ltr -VV -S 17.251.224.217, output attached). Do you think it’d be helpful to share it with the network people, and maybe see whether they've yet checked if:
 1 the blocking node/server has IP tables turned on
 2 ICMP is blocked / TTL is too high because it's going across an undesirable route?

Let us know if there’s anything we can do to help speed a resolution.
